I don't understand question.  In title it says about updating splash screen through update site, but description says about downloading build. 

First of all JBDS has no update site yet, so there is no means to update JBDS this way. But JBDS includes JBossTools which means it can be updated through JBossTools update site, but only JBoss tools plug-ins will be updated. JBDS splash screen is in jbds branding plugin, that is included only in JBDS build and cannot be updated through JBT update site.

BTW I think JBDS JIRA is better place for this issue.
