I've given this more thought, trying to expand on my "bad feeling about this".  Even if we were to import translations from properties files with underscores in them, they would be converted and renamed (eg jbosstools/i18n/po/module-resource/${locale}.po) before going into the source tree, so the fact that the source tree contains some properties files with underscores is neither here nor there.  It's not worth worrying about.
