We've resolved this problem with Yahor Ratsevich. It's a not problem of <h:outputText>. This is a result of action <h:selectManyCheckbox>. It is posated dynamicly, so my <h:panelGrid>, that I used here, has a fixed width. After all processing the number of flags of <h:selectManyCheckbox> increase in browsers, but in VPE is still only one. So, the result. In browsers the output text resized due to decreasing width of the first column, wich not happened in VPE.
