But for now, I don't think it's a bug,   I tried some times today and find out  why the default server type is not picked up, there two reasons to make the default server type is not picked up, one is that if the project has already adde
to  ServerA  module list, if added, then on the new web service dialog, the default server will be the  ServerA.
Another fact is the project primary target runtime, if the project has not added to any server,  then the primary target runtime will be the default server when creating web service. 
so only when the project has no primary target runtime and has not added to any server, the default server of the preference page will be picked up.

Juergen, does it make sense to you?
