UTF-8Y isn't supported by Eclipse wtp.
Depending on your validation preferences, you can see validation errors in wtp xml editor as well as in JBoss xml editor.
A quick fix is to move to the Source tab and remove the first three chars () - as shown in the attached screenshot.
That will convert your file to UTF-8.
