When we trying to open xhtml page on clear workpace first time, functuion getTldVersion return null. 
Steps to reproduce(I have checked it under Linux or Mac OS) :
1) Open JDBS on new workspace
2) Import JSF2.0 test project from /org.jboss.tools.jsf.vpe.jsf.test/resources/jsf2test
3) open jsf2test/WebContent/pages/components/body1.xhtml page
ASSERT There shouldn't be unknow tags h:head and h:body, becouse this project used jsf 2.0 libs.
