STEP 1: Go Preferences and uncheck "Always Promt for Tag Attributes During Tag Insert"
STEP 2: DND some tag from palette into page.
EXPECTED: Insert tag dialog shouldn't appear.
ACTUAL: Dialog appears in all cases.
