Not a bug but normal behaviour for eclipse & WTP.
The content type is often depends on either a file extension or a file content. In case of a new empty file that doesn't has an extension in its name, the document provider to be improper when the file is opened with a WTP editor (which requires a Structured document provider to be used).
Due to last changes for the JSTTextEditor and VPE Editor there are no exceptions appears in my environment at the moment.
