I don't think we should have blank dialog title areas like this  (and I have never seen any of these in "normal" eclipse) 

A new user has no idea of what the dialog asks for/is about...

This area normally contains a Title and a description of what is expected from the user.
If an error or warning message is needed that gets shown instead of the description.
