While Visio does do layout, for things like radial, flow chart, circle. This jira is just about "distribution", which is much simpler. The screenshot shows the distribution button. There are just 4 distribution types:
Distribute Horizontal Spacing
Distribute Centre
Distribute Vertical Spacing
Distribute Middle
