I suggest folowing:
1. We check preferences and if there is any strored configuration version then we use it.
2. If there is no any stored version yet but there are some installed Seam Runtimes then we use the one which is default and has the latest version.
3. If no one is installed then we use 2.0 (or 2.1?)
4. Save used version and use it in next time.
