Some work done here with the following goals:
 - Make it easier to add new fileset types (user lib, maven, wtp-flex-project)
 - Make it easier to add nodes that might not be available in ant-only mode
   a) Make it so ant doesn't blow up

I've added the suggested User Libraries fileset, so this affects docs.
Also, for release notes
  1) old versions of the descriptor will still work in future versions
  2) New versions should still work in old release builds, as well
        a) *EXCEPT* in the case that the user uses this new User-Lib Fileset, in which case old workspaces *WILL* blow up.
