If you'll notice, there's a new checkbox that says "zip webtools projects for deployment" or something of the like. This checkbox will be enabled whenever a supporting publisher is present. 

For the user, this means for this feature, Project Archives is now a dependency. AS Tools will work fine without Project Archives, but for zipped deployment, project archives is required. 

Using this feature will create zipped files for deployments. It'll use Truezip, the underlying tool beneath Project Archives, to remove the pattern matching and compression algorithms for incremental changes.
