I would agree with Joao and was going to create a similar Jira, but he beat me to the punch.

I'm pretty green with Portal, but was decent with WebLogic Portal.  I think like Joao mentioned:

We have:
New Portlet Wizard

We would like to have:
New Portlet Project Wizard
New Portal Project Wizard

The Portlet Project Wizard would create the dynamic web project and add our portlet facets.  It's not too painful to create the dynamic web project and add the facet "if" you know to do it - which I didn't until recently, kept looking for a "New Portlet Project" option.  The Portlet Project could be "added to a server" and deployed just like dynamic web projects, esb projects, etc.

The Portal Project Wizard would create a project with everything needed to create an entire new portal (like Joao mentioned).   This would make it look very easy for developers to create and deploy new portals without having to go through a web based interface to set everything up.  WebLogic Portal has this which creates an EAR to be deployed.  Looks like ours would create a SAR to be deployed.

The existing New Portlet Wizard would work in either the Portlet Project or Portal Project to add new portlets.
