I ve commented all references to drools ide in runtimes sources to get build working.

After JBIDE-4164 is fixed all we need to do are:
* Uncomment drools related code in JBossRuntimeStartup class
* add drools back to dependencies of runtime plugin
* enable drools builder in build

Done, if you mean the "drools-ide" builder in:
   /devstudio-trunk/releng/org.jboss.ide.eclipse.releng/builders/product/build.properties
   /devstudio-trunk/releng/org.jboss.ide.eclipse.releng/configs/jbds/jbds-build.properties
   etc.

* add drools back to dependencies of runtime plugin
Not sure where to do this. Do you mean in 
   /devstudio-trunk/releng/org.jboss.ide.eclipse.releng/builders/runtime/build.requires, or at the MANIFEST.MF level in the plugin itself? Can you make this change?
