You said this button would open settings that were common for all pages - if that is true then no need to have it there.

About toolbar panel for CSS dialog coming and going then it all depends on what it does - but why put it there when we got room for it in the editor giving a less crowded toolbar ?

And look at *all* other editors in eclipse- do you see a "preferences" button in the toolbar for them ? I don't.
