Hide/Show Selection Bar from toolbar menu doesn't react for "Always Hide selection Bar W/o Prompt" option.

1) Open any page in VPE
2) Open VPE Preferences and uncheck "Always Hide selection Bar Without Prompt" checkbox.
3) Save changes
4) Choose Hide Selection Bar from toolbar menu (screenshot-1)
ASSERT: Confirmation dialog should appear identical if we press hide selection bar button.
ASSERT FAILED: Where is no any confirmation dialog. Selection Bar was hidden w/o any confirmation.
