This issue has been introduced by adding XHTML validator to JBoss Tools 3.1.0.
It doesn't have any entity resolver. External declaration are always downloaded from the Internet.
Fixing this issue would significantly speed up the XHTML validator that is very slow.
If you disable the XHTML validator (Window>Preferences>Validation), the warning message will disappear.
