I understand it this way,  Yura is actually proposing not just button for all pages preferences, but context sensitive PReferences button. It should show preferences for current selected UI element as editor or view. Problem is that only our editors and views would now about it, that's might be a good feature request for eclipse, but not for JBossTools.
