Point is to show real structure as is to let user have it ordered as he have in file. An ordering is good for search if you don't know the structure of the file. It is also is a good approach which is used everywhere in eclipse:
- Java Outline
- Spring Explorer View
- Outline for Plug-in Descriptor editor (also in dependencies list)
- Schema Editor Outline
