Our KB model picks up info from class path of project (TLD/facelet libs/faces-configs). KB builder builds this part of model.
But also KB model uses common KB schemas with static meta info (HTML tags, <ui:* tags - there is not TLD for this lib with info about attributes). This part of KB model doesn't depend on the builder and works for every project in the same way.
It's way there are HTML tags and <ui:* tags in a proposal list before KB builder installed. But when we install KB builder appropriate TLDs are picked up and CA shows <h:*, <f:* etc, tags.
