Switch builder to create sdk feature instead of runtime feature. Sources plugins/features will be built by PDE and available for inclusion in update site and per-component zips.

Add sdk features to update site XML (where available), in separate category.

Per-Component Zips

When switching builder to use sdk features instead of runtime, zips will most likely now include sources as well as runtime. But ultimately, we're deprecating some (if not all) of these zips, right?
