VPE Preference Page was remaded. See screenshot. Items were groupped by their function.

There are some changes in the behavior of the Preference page:
now all changes are made without accessing the model, thus some "model changed" listeners are not invoked, so some VpeEditroPart updates should be called in different way - it'll take some work. 
Because of this was decided to resolve JBIDE-4708 at the same time: 1) now all VPE pages will use settings from the Preference Page without saving their own custom state between launches,  2) settings' changes made on Preference Page will take the effect immediately on all opened VPE pages (also as on every newly opened).
