having a very weird time replicating this.  I just tried it again (new svn co, new importm, new publish) and this was my result:

And tracing through it seems this is what's happening. It seems like it's getting published under the war's lib, and also duplicated in the parents. I guess I'll have to try a few more times but for now i'm leavign for the night.
