Make the smooks v1.0 config file to be opened with Smooks editor

As far , the Smooks editor only can recognize the XML file which contains "http://www.milyn.org/xsd/smooks-1.1.xsd" namespace as Smooks config file.

We should let the Smooks editor know more different version Smooks config file. Although the Smooks editor can open the config file which isn't for Smooks v1.2 with a warning message , it can make user know "this is a smooks config file but the version isn't supported currently " and lead user to modify the old version config file to the latest  version.
