* use better plugin dep ranges in manifests (or omit entirely)
* replace nested jars w/ "." classpath entries
* fix missing entries in build.properties

Goal here is to be able to build Common and BPEL via Athena builds, then later hook them back into the build as binary input (dependencies) rather than source (builders).

Working locally but need to test in Hudson too.
