The issue appears to stem from the fact that the feature was relabelled to add the word "Runtime", so p2 sees it as a different feature even though it's the same feature.id.

Solution? Uninstall jBPM 4 (runtime) and/or SDK features, then install the newer version. Tested using JBossTools-Update-3.1.0.v200909110340M-H277-M3.zip and then JBossTools-Update-3.1.0.v200912111224M-H175-RC1.zip and installation works great.

Because the suggested workaround works, I'm downgrading this from Blocker to Minor, and closing this issue as WONTFIX. p2 having problems w/ feature labels should not force us to never move forward with improvements to features between milestones. 

I realize this is annoying, but it's the nature of the current install manager tooling.
