I suggest to show the dialog when user invokes CA (Ctrl+Space).
This dialog will ask an user to install KB builder to have full CA.
And also there should be an option to stop asking it.
So this dialog will be shown every time when user trl+Space in editors which could provide our CA until the user installs KB or checks "Don't show this dialog".
If our CA is invoked first time and user clicked "NO" on the dialog, then we will use a static model to provide CA.
If user cliked "NO" and cheked "Don't bother me anymore" we will add a warning to problems view (with QuickFix).
BTW it's much easier for us to behave in the same way when our KB model is invoked (by CA and Validation). I mean we would show this dialog not only for CA but when validation is invoked as well.
But I'm not sure it is good way for validation.

And I don't think we should install KB silently.
