Actually KB builder is needed only for JSF tags. HTML tags works without it. But we need JSF nature to provide CA for source pathes in the project. We always worked in this way.
IMO it's a feature request to provide CA for source pathes (like <img src="|"/>) in plain Eclipse project.

What is more important (and isn't related to this issue) should we open a warning dialog if there is not KB builder in the project when user Ctrl+Space first time?
