We provide a lot of different kinds of CA.
Let's speak about particular case.

This whatsnew project even is not a WTP project. What we could do here:
1) guess where is web root folder or
2) provide only URLs that are relative to the page.

We never provide such CA for this case. So it is a feature request.
Why we have not implement it yet?
1) XModel provides already implemented way to find desiread resources for CA (And it works in every our web project - Seam/JSF/Struts). KB works fine here even if its builder is not installed. So it cavers most cases. But I agree that we could improve it and make it work for plane Dynamic Web Projects (without XModel). But again it is a feature request and this issue is about it.
2) Relative URLs may work incorrectly in dynamic web projects because of request forwarding. So it's useful only for plane HTML projects which is not in our priority. If we want to provide it anyway we could create new feature request for this.
