1) It is not mandatory since you should be able to say you don't want the wizard to force the libraries for the runtime  on to you ( i.e. if you use maven or something else for your libraries).
I simply think the error should be a warning stating that there is no server selected so there won't be any libraries made available, but feel free to continue if you wish to do so.

2) There is no real "particual server & runtime" in a session since there could be multiple, but I agree in the case of there only being one we could definitly default and even then we should probably introduce a default one at least for the wizards we can control.
