Thanks Kevin - until I hear otherwise I'm marking this as an "upstream" bug since it seems like the tools are doing what it can do to cause the restart but the runtime is not "listening"/reacting.

I'll keep this issue open since it is something users might bump into and think its tooling fault so want to keep it around until we get some more solid info from those runtime bugs on what is causing it.
