Composite components support should take into account:
*localization
*library version
*resource versions
so in extreme case if project structure is something like this:

WebContent
   |-resources
      |-en_US
         |-component1
         |  |-1_0
         |     |-login.xhtml
         |        |-1_0.xhtml
         |-login.xhtml

if there is an reference to component 1 for environment in en_US locale

should be used
