Using SCM is a good idea, but:

1. As I know there is no default SCM bundled into eclipse. So to use it user must install it additionally. I think JBDS should allow such a functionality directly.
2. We should definitely add a configurable location to store templates.
3. If users don't use any SCM manager they should have the ability to add stored templates. Here Import wizards comes into play.

So I'll postone import/export implementation and create a configurable location to store templates.

Btw, now templates are stored in the workspace metadata, so if team members share workspaces they'll have the same templates installed.
