This is not a bug that 'suddenly' appeared in 3.1.0.CR1, but a feature that has existed for the last 5 or 6 years.
For tld's versions 1.2 and 2.0, form for tag shows attributes and variables in tables that display in columns all values of interest; and button edit is available for editing attribute or variable object. For tld 2.1 it was decided to display attributes in tree since they have more values than is convenient to display in the table.
