I'll add a text field and a browse button to the Templates Preferences Page that will contain the path to store/load templates file. Templates wiil be loaded from the specified location each time user starts eclipse.

To my mind the default location should be the workspace root folder. Because having such a file in the every project metadate won't look a good solution at the moment.
