I don't know is it correct reopen such amount of features related to jsf2.
May be better to reopen FR which has been related to processing jsf resources or create new, because to find jsf custom component I use jsf resource determination mechanism.
About OpenOn on custom component with different locales and versions:
#1 localisation doesn't supported in openOn for message bundles now, so it's definitely new FR.
