Where are sources of  your "resource determination mechanism"?
Where is list of usecases your "RDM" can handle?
Where are tests to check that your "RDM" works like it defined in usecases?

Have you check different project configurations that can be used to develop Web project? I found that  support for JSF2 doesn't understand Project Assembly settings. So it doesn't show composite components developed like separate projects. 

Another case create META-INF folder under Dynamic Web Project source folder and try to put several jsf2 resources there, they are not picked up VPE, but runtime understands them perfectly.

First things are first where are your RDM sources?
