This issue is related to JBIDE-5520.
I have tested jbdevstudio-eap-win32-3.0.0.v200911180352M-H96-M4 and jbdevstudio-win32-3.0.0.v200911161447M-H94-M4. There are some JBoss Tools and SpringIDE update sites, but they are disabled. See the attaced screenshot (JBIDE-4376-eap.png).Calling Help>Install New Software adds some more sites that are also disabled.
Update sites for JBoss Tools and SpringIDE are enabled in JBDS 2.1.1.
JBoss Tools 3.1.0/JBDS 3.0.0 uses the org.eclipse.equinox.p2.metadata.generator.EclipseGenerator (http://wiki.eclipse.org/Equinox_p2_Metadata_Generator) application to generate P2 metadata that is deprecated.
We need to use Equinox P2 publisher (http://wiki.eclipse.org/Equinox/p2/Publisher) when generating P2 metadata and update sites.
