Since Server Runtimes are created automatically without user intervention and with no notice, shouldn't they be managed by the system?

For instance, if a server runtime that was created by the system has a zero use count, can the system delete it? This would be more intuitive. As it stands, just using what is in the interface it is confusing. When I created the server I received no notice that a separate server runtime as being created, and while I can (more or less) easily find tools to manage servers, tools for managing server runtimes are not readily apparent.
