Can't launch smooks config file

When I launch the smooks config file , it always say "Caused by: java.net.URISyntaxException: Illegal character in opaque part at index 2: D:\works\dart_workspaces\smooks_tools\runtime-New_configuration\java_project\src\smooks-config.xml"
