The New Action wizard displays the "POJO class name" in case you create an action for the War project.
For Ear project it promts to put "Local Interface name".

In the Seam Dev Tools Reference Guide there is a sentence: "Let's create a WAR project using the New Seam Project wizard."
Thus the screens are right.
