Edited testcase:

EXECUTE: Create Seam Web Project 
EXECUTE: Open war project 
EXECUTE: Move home.xhtml to root folder (outside of Web-Content and Source folders) 
EXECUTE: Open this home.xhtml and type #{blah.blah.blah.} then Ctrl+S 
ASSERT: There are not any Seam validator error/warning markers on this EL. 
EXECUTE: Move this page back to Web-Content. 
ASSERT: There is a warning on EL.
