1) Call context menu for empty page on the source pane
ASSERT: You see next menus: Insert Before, Insert Around, Insert After, Replace with and so on
2) Call context menu on the source pane
ASSERT: You see only: Insert Tag
RESULT: I think that in this situation menus' content must be equal.
