The current state:
The org.jboss.tools.tptp.feature feature contains the new org.jboss.tools.tptp plugin that is functional.
The AS Tools feature contains the old org.jboss.tools.eclipse.as.tptp that is a noop. 

Do you want me to do the following:

- move the org.jboss.tools.eclipse.as.tptp plugin to the org.jboss.tools.tptp.feature feature and make it functional
- remove the org.jboss.tools.tptp plugin

I can also add a builder for the new org.jboss.tools.tptp.feature.
