Incorrect state of CSS dialog for unsaved CSS file

1) To reproduce this bug quickly, import attached CSS file
2) Delete some classes
3) Call CSS dialog
RESULT: Deleted classes are restored to file and CSS preview, but they are absent in comboBox of CSS dialog and you can't choose them to edit
Expected Result: Classes should not be restored to preview and file. CSS dialog should work with the current state of CSS file independently was saved it or not
