Portlet preference page was added after releasing JBDS 2.0Beta.
However, you can create a portlet project  using the New Dynamic Web Project or New Seam Web Project wizard.
Portlets can be added using New>JBoss Tools Web>Portlet wizards. Java Portlet can be added to a non web project (an ordinary Java project, for instance).
