EXECUTE: Open clear workspace w/o any server runtimes
EXECUTE: New -> jsf web project
ASSERT:    Runtime and Target Sever fields should be empty
EXECUTE: Press New button to set new runtime
EXECUTE: Check "Create new local Server" on new server runtime environment
EXECUTE: Press Next and finish with creation of new runtime
ASSERT:    Target server field should be filled with new server
FAILURE:    Target server isn't filled. 
EXECUTE:  Press New button to set new server 
EXECUTE:  Select setted runtime 
FAILURE:    One more local server will be created.
