When JBDS is started the first time and you get the Welcome screen,  the Seam perspective is already active.
Because of that pressing on the Seam Perspective doesn't have any effect. 

You can check this if you start the classic Eclipse distribution in a new workspace and try to choose the Java Perspective from the Welcome screen.
Another way to check this is the following:
- choose some perspective (Java, for instance)
- call Help>Welcome
- try to choose the selected perspective (Java)
