Acctally we do check lib version in CA as well. But it doesn't work very well in same cases.
In CA if we can't figure out what version of TLD we have to use (or if we don't that version in our knowledge base)
then we use the latest one.
VPE seems not to use the latest one in case of unknown tld version.
